Health Policy 2016 Policy Operative Period -2016 to 2022

Vision

Increase life expectancy and improve physical quality of life of people of Gujarat so that they attain the highest level of physical, mental and spiritual health and contribute towards the development of the state.

Objectives

To create wide and robust network of health and medical care facilities across the state to provide primary, secondary and tertiary healthcare at the doorstep of every citizen of Gujarat.

  • To provide equitable access to affordable, accountable, appropriate health services of assured quality to all people, including promotive, preventive, curative, palliative and rehabilitative services.
  • To promote health across all social groups and reduce health inequities by increasing investments in health care sector with specific focus on reaching the unreached and serving the underserved to ensure universal health care.
  • To ensure availability of adequate health infrastructure, skilled health workforce and access to affordable drugs and technologies ensure the entitled level and quality of care given to every citizen.
  • To increase supply of trained medical human resource by increasing number of medical & paramedical institutes.
  • To provide incentives and financial assistance to private sectors for strengthening diagnosis and treatment facilities in difficult rural and tribal areas to reduce the gap in healthcare delivery, so that private sector can act as catalyst to government efforts for improving health of citizen of Gujarat.

Policy Features:

Establishment of New Self-financed (Green field) Medical College

Eligible Area Entire State of Gujarat
 Eligible Person As per the Medical Council of India "Establishment of medical colleges regulations, 1999" as amended from time to time
Incentives/ Financial Assistance
  • Assistance of Rs. 15 Lakh per seat per year in M.B.B.S. Course for five years. (Total Rs. 75 Lakh per seat)
  •  Reimbursement of electricity duty in the electricity bill for five years
  •  Discount on the prevailing market price of the land for trust
  •  Assistance for Purchase of high end equipment

Scrutiny Fees  D.D. of Nationalized bank of Rs. 1,00,000

Establishment of New Self-financed (Brown field) Medical College at existing Government hospitals

Period of Scheme From 13-12-2016 to 31-03-2022
Eligible Area  Tapi, Banaskantha, Amreli, Bharuch, Dahod and Panchmahal District.
Eligible Person As per the Medical Council of India "Establishment of medical colleges regulations, 1999" as amended from time to time.
Incentives/ Financial Assistance

Govt. Hospital and available land and Equipment on lease

To make available 300 beds or assistance

Assistance of Rs. 7.5 Lakh per year per seat in M.B.B.S. Course for five years. (Total Rs. 37.5 Lakh per seat)

Reimbursement of electricity duty in the electricity bill for five years

Eligible to receive annual grant from government equal to hospital receiving presently

Starting New Super-specialty Hospital in private sector

Period of Scheme From 13-12-2016 to 31-03-2022
Eligible Area Entire State of Gujarat
 Eligible Person

Medical graduate registered with the Gujarat Medical Council, registered partnership firm or nstitute registered under law.

Incentives/ Financial Assistance
  • 10% Capital subsidy of bank loan amount, upper limit of Rs. 10 Crore
  • Interest on authorized bank loan amount, upper limit of Rs. 40 Crore. (up to 4% interest subversion up to 7 years)
  • Reimbursement of electricity duty in the electricity bill for five years.

Scrutiny Fees D.D. of Nationalized bank of Rs. 20,000

Purchase of Equipment by private and Non-Govt. organizations facilities to provide healthcare

Period of Scheme From 13-12-2016 to 31-03-2022
Eligible Area
  • Diagnostic Services Centre: Entire State except Municipal Corporation
  • Basic Specialty Hospital: Cities having less than 2 Lakh population
  • Super Specialty Hospital: Entire State of Gujarat
Eligible Person Medical graduate registered in Gujarat Medical Council, registered partnership firm or institute registered under law
Eligible Equipment
  • Diagnostic Services Centre: Radiology and Cardiology equipment
  • Basic Specialty Hospital: Anesthesia, ENT, gynecology, ophthalmology, orthopedics, medicine, critical care - Equipment in specialty subject.
  • Super Specialty Hospital: Cancer, cardiology and kidney equipment
Incentives/ Financial Assistance
  • Only for purchase of new equipment.
  • 20% of the equipment for entire State except backward Talukas.
  • 30% of the equipment for backward Talukas of the state.
  • No other assistance for operation, maintenance or land building.
Whom to Apply Chief District Medical Officer (CMO) of concerned district
 Scrutiny Fees D.D. of Nationalized bank of 1% of proposed equipment, minimum Rs. 5,000/- and maximum Rs. 20,000
